This report published almost a year after the lockdown of Aug 5, 2019, paints a grim picture of human rights situation in Jammu and Kashmir. The report states that the year long lock down has had serious negative impact on public health and basic human rights of the population have been violated. Frequent closures, now intensified by a double lock down of COVID, harassment at barricades and checkpoints, and restrictions on communications is taking a toll on the local people. The report notes “there has been denial of the right to bail and fair and speedy trial, coupled with misuse of Draconian legislation, such as the Public Safety Act (PSA) and the Unlawful Activities Prevention Act (UAPA)to settle dissent.” The whole report is available here
